Guest Speaker

Dr. Roy G. Brooks

Superintendent of Schools
Little Rock School District

Dr. Roy G. Brooks

In July 2004, Dr. Roy G. Brooks assumed the responsibilities as Superintendent of the Little Rock School District (LRSD), the largest school district in the state of Arkansas with more than 25,000 students. As chief executive of the district, Dr. Brooks oversees the operations of five high schools, eight middle schools, 34 elementary schools, one career-technical center and two alternative programs.

The LRSD is one of the state’s largest employers with about 3,800 teachers, administrators and support staff. The district’s operations have a significant fiscal impact on the community with its $270 million budget. The majority of this budget is for payroll and benefits.

Dr. Brooks’ primary focus is on student achievement; he has emphasized to the School Board, staff and others that his vision is for the LRSD to have the highest student achievement of any urban school district in the nation. He also foresees the district to be a place where other educational leaders will come visit to seek solutions that they may implement in their own communities.

Prior to his arrival in Little Rock, Dr. Brooks served as an Area Superintendent in the Orange County Public Schools in Orlando, Florida. In that role he provided executive level leadership for 35 schools with more than 34,200 students, more than 2,000 employees, and a budget of $141 million. In his most recent Florida assignment, Dr. Brooks was asked specifically to lead a group of schools that served large percentages of disadvantaged students who typically struggled in school and performed poorly on state assessments. Among his accomplishments in Florida, Dr. Brooks:

  • Helped his schools increase student achievement in reading, writing and mathematics as measured on all national, state and local standardized tests;
  • Supervised the alignment of the curriculum to link classroom instruction to state and national standards; and
  • Oversaw construction of three new schools totaling $96 million and more than $150 million of renovations at other schools.

In addition to his leadership roles, Dr. Brooks has served as a school principal, graduate senior adjunct faculty member, teacher and small business owner. He holds an Education Doctorate, a Masters degree in Administration and Supervision and a Bachelor of Science in Education. He has been active in professional and community efforts and has earned recognition from local, state and national groups.
